DECISION ON ESTABLISHMENT OF THE COMMISION FOR COORDINATION OF THE EUROPEAN UNION ACCESSION PROCESS

PROPOSAL


Based on Article 17 of Rulebook of the Government of Montenegro (Official Gazette No. 45/01, 9/03), Government of Montenegro on its session from ________, passed



DECISION

ON ESTABLISHMENT OF THE COMMISION FOR COORDINATION OF THE EUROPEAN UNION ACCESSION PROCESS


1. The Commission for Coordination of the European Union Accession Process (hereinafter referred to as: Commission), shall be established as expert group of the Government of the Republic of Montenegro. Members of the Commission shall be:

§ Dragan Djuric, Senior Advisor in the Ministry for International Economic Relations and European Integrations
§ Nada Medenica, Advisor in the Cabinet of the Vice Prime Minister for Economic Policy and Economic Development
§ Predrag Vulikic, Advisor in the Cabinet of the Vice Prime Minister for Political system and Internal Policy
§ Milorad Katnic, Assistant Minister of Finance
§ Jadranka Vojvodic, Assistant Minister for Foreign Affairs
§ Zoran Tomic, Secretary of the Ministry of Economy
§ Ljiljana Simovic, Advisor in the Ministry of Agriculture, Forestry and Water Supply
§ Ilija Dragovic, Advisor in the Ministry of Navigation and Transport
§ Goranka Lazovic, Senior Attorney in the Ministry of Tourism
§ Srdjan Spaic, Secretary of the Ministry of Justice
§ Jelena Knezevic, Advisor in the Ministry for Urban Planning and the Environment Protection
§ Ivana Petricevic, Advisor in the Ministry of Education and Science
§ Dragoljub Jankovic, PhD, Assistant Director in Agency for Foreign Investments and Restructuring of Economy of the Republic of Montenegro
§ Dusanka Jaukovic, Assistant Secretary of the Republican Secretariat for Legislation.
§ Suzana Sukovic, Assistant Director of the Customs Administration of the Republic of Montenegro

2. Assignments of the Commission shall be: coordination and improvement of activities and cooperation of ministries, state authorities and institutions which are competent for enactment and implementation of policies related to European Union Accession process; determination of priorities and efficient methods for harmonization of policies and regulations of the Republic of Montenegro with European Union standards; to propose measures for harmonization of the legislation, institutional changes and reform of policies falling within the competence of the Republic of Montenegro, in accordance with obligations and requirements deriving from European Union Accession Process; continued following and analyzing of implementation of proposed measures.

3. The Commission may engage experts and educational institutions and scientists and use international experts assistance for the purpose of studying and analyzing certain issues and questions.

4. Professional and administrative-technical activities for the Commission shall be done by the Ministry for International Economic Relations and European Integrations.

5. This Decision shall come into force on the day of its publication in the Official Gazette of the Republic of Montenegro.

Rationale:


The legal ground for enactment of this Decision is in the provisions of Article 17 of the Rulebook of the Government of the Republic of Montenegro (Official Gazette, No. 45/01).

Draft Decision on Establishment of the Commission for Coordination of the European Union Accession Process has been formulated because of the necessity for operational approach to the EU Accession process, and because of the need for establishment of appropriate networking mechanism as well and need for determination of direction of activities of ministries, state authorities and institutions.

The Commission shall be established as expert group of the Government of the Republic of Montenegro, formed by the representatives of the Ministry for International Economic Relations and European Integrations, Government Commission for Economic Policy and Economic Development, Government Commission for Political System and Internal Policy, Ministry of Finance, Ministry for Foreign Affairs, Ministry of Economy, Ministry of Agriculture, Forestry and Water Supply, Ministry of Navigation and Transport, Ministry of Education and Science, Ministry of Tourism, Ministry of Justice, Ministry for Urban Planning and Environment Protection, Agency for Foreign Investments and Restructuring of Economy of the Republic of Montenegro, Republican Secretariat for Legislation and the Customs Administration of Montenegro.

Competences and tasks of the Commission shall be:

§ coordination and improvement of activities and cooperation of ministries, state authorities and institutions which are competent for enactment and implementation of policies related to European Union Accession process;
§ determination of priorities and efficient methods for harmonization of policies and regulations of the Republic of Montenegro with European Union standards;
§ to propose measures for harmonization of the legislation, institutional changes and reform of policies falling within the competence of the Republic of Montenegro, in accordance with obligations and requirements deriving from European Union Accession Process;
§ continued following and analyzing of implementation of proposed measures.

The Ministry for International Economic Relations and European Integrations will provide services necessary for functioning of the Commission for Coordination of the European Union Accession Process.

There is no need for any additional financial assets for establishment and work of the Commission.
